Dr. Iceberg, a man known for being Dr. Gear's protégé was quite used to making other doctor's paperwork either because they were lazy or busy. As to why Dr. Iceberg had confessed to almost every single one of them that he's tired of having to do so almost every day and having to spend it locked in his office doing tasks that aren't his. But the doctors ignored such pleas for them to stop and kept doing the same thing over and over again until they were close to bringing poor Iceberg over the edge.
