An old man (or not, he could be 31) with extremely thick glasses and wrinkled skin who lives in the chaotic town of Springfield. He is one of the most unluckiest characters in The Simpsons, getting kidnapped, killed or comically injured very frequently, with anything rarely going right for him and bad luck around every turn. He has very thick cataracts and has extremely bad eyesight. He is somewhat used to his bad luck and often heavily underreacts to whatever happens to him, being fairly calm.
