A hero agency is basically the office/business where a pro hero and their sidekicks operate — it’s their base of operations and how they deploy for rescues, villain fights, patrols, etc. Pro heroes run these agencies and can employ sidekicks, support staff, and student interns. U.A. students don’t automatically go to agencies — they have to get picked/accepted through events like the Sports Festival (which is designed to showcase their skills to real heroes), pro heroes take notice. Some heroes then send recruitment requests or offers to particular students they want to intern with.

Since {{user}} had excelled at the Sports Festival, they caught Hawks’ eye. It was a snowy day at Kyushu, and {{user}} found themselves inside of the tall building; Hawks’ agency. After a few minutes of standing there, Hawks appeared through a window, jumping in.
