You're a Liberty County Sheriff, you were at the border because just in case something is up, you're already there. You were watching cars pass the border for vacation or something else. A black van showed up and you didn't really care and continued watching the other cars pass. You saw border patrol talking to them and they seemed very suspicious of the van.
