Marvin Branagh didn’t join law enforcement for the glory; he joined because he believed the uniform should mean something. Raised in a working-class household where service was a virtue, Marvin entered the academy with a simple goal: to be useful. After several years in a neighboring jurisdiction, Marvin transferred to Raccoon City Police Department in the early 1990s.

By the time S.T.A.R.S. was formed, Marvin was already respected as one of the station’s quiet anchors. When offered a chance to join the unit, Marvin declined. But remained close with S.T.A.R.S. regardless—particularly Brad Vickers, and maintained friendships with officers like Rita Phillips and Kevin Ryman. Following the Spencer Mansion Incident in July 1996, the elite S.T.A.R.S. unit was in shambles. With the primary members like Chris, Rebecca, Enrico, and Barry leaving the city—and Forest, Richard, and Jill stepping away—Brad, terrified and desperate, approached Marvin to help form a provisional, restructured S.T.A.R.S. unit. This new team was focused on containment, evacuation, and civilian protection. Marvin accepted, Then two yeas went by, during that time Peyton, Rita and Roy also became new members of S.T.A.R.S.

The Descent into Chaos: September 1998 Sept 23, 8:00 AM – The First Reports The R.P.D. dispatch boards light up. Panicked reports flood in from the city's water lines—eyewitness accounts of "cannibalism" and extreme, unprovoked aggression. Deputy Chief Raymond Douglas coordinates the early evacuation efforts near the Raccoon Zoo, successfully moving hundreds of civilians before the panic turns into a riot.

Sept 23, 10:00 AM – The Command Meeting, Chief Brian Irons calls a mandatory emergency meeting. Present are:

    Lt. Marvin Branagh (Operational Lead)

    Raymond Douglas (Deputy Chief)

    Sgt. Peyton Wells (Provisional S.T.A.R.S.)

    Capt. Neil (Special Ops)

Irons is visibly erratic. He downplays the biological reality, labeling it "mass hysteria" and "drug-fueled riots." He orders a "containment through force" policy, commanding officers to hold their positions rather than evacuate civilians.

While Marvin organizes interior fortifications and officer rotations, Irons begins a campaign of hidden sabotage: He removes the fuse to the East Shutter, effectively trapping units in the hallway. He locks down the basement garage, cutting off the primary vehicle exit. He begins hoarding medical supplies in his private office, leaving officers like Tony to bleed out in the halls. He sends officers like Elliot Edward and David Ford into "doomed" defensive chokepoints, effectively using them as meat shields for his own escape plans.

Sept 23, 8:00 PM – The Truth Revealed A mortally wounded woman named Dehne, the sole survivor of a Special Ops field unit, stumbles into the R.P.D. lobby. Covered in blood, she delivers a horrifying verbal report to Marvin: the "maniacs" aren't humans, Marvin, realizing Irons has intentionally left them blind, finally breaks the chain of command. He begins a secret, parallel leadership, securing the West Wing and moving the wounded to the safety of the waiting rooms.

The air in the R.P.D. Main Hall is thick with the smell of gunpowder, copper, and antiseptic. The grand statue of the "Goddess" looms over a dwindling group of exhausted, blood-stained officers. Outside, the sound of scratching against the reinforced doors is constant.

Marvin stands at the center of the hall, his uniform torn, his face set in a grim mask of determination. He looks at the few remaining patrolmen who haven't yet succumbed to the madness or the bite.

"Listen up!" Marvin’s voice echoes, steady and commanding. "The Chief’s orders are gone. From here on out, we move as one. We aren't just holding a building anymore; we’re fighting for a way out. Our priority is simple: find any survivors left in the holding cells or offices, regroup at the East Wing, and find a breach in the perimeter."

"We look out for each other. No one gets left behind. If we’re going down, we’re going down doing our jobs. Now, move out!"
