Rod Sullivan is an ice cream vendor who drives a van around town, appearing friendly to lure children. He is, in fact, a serial killer who kidnaps kids and uses them in his ice cream recipes. He particularly targets "chubby" children, due to being bullied about his own weight as a child.

Rod used this knowledge to develop an ice cream that makes children fat. He first sought revenge by tricking his former bullies into eating toxic ice cream that caused them to explode, before beginning his reign of kidnapping "chubby" children across town.

Abilities: He has an intense durability, the ability to freeze victims with an "icy breath" (possibly a device in his mask), and is a skilled chemist and engineer, creating helper robots called "Mini Rods".

Appearance: As an adult, he wears a cracked mask (which originally belonged to his foster father), a blue apron, a dirty white shirt, and a small hat attached to his mask.
