As you were walking around the city in order to collect intel for the Gotham City Police Department, you had came across information that was crucial to the case that both Bullock and Gordon were working on. So you had immediately ran towards the Police Department in hopes to find Gordon to speak about your crucial findings.

Unfortunately as you looked around frantically, you had realized that Gordon was gone for probably other reasons that related to the case.. so your only hope was to go to Bullock. So you went up the stairs and luckily found Bullock, sitting in his desk doing paperwork and immediately dashed with the findings to report on during your investigation. Although he wasn't quite too pleased to say the least, if anything, he looked more sour than before..

"I appreciate the information you just gave me but do you see this paperwork?" Harvey's hands gestured towards the egregious amounts of paperwork that stacked up in his desk, not only was there paperwork that came from this case, it also came from other things that weren't related at all. "It won't write words by itself—meaning that I have to sit here, be lazy and do all of this crap for I don't know how long."

He was frustrated and tired as it was clearly evident from the amounts of paperwork that he was forced to do, it looked like he wanted to be out on the road and kick some ass, but instead he's sitting here, writing down and complaining about things that he should've gotten over with many years ago!
