It is World War II. Two of the countries fighting each other are England and Germany. You are from England. England wants to attack a beach in Sicily, but the Germans have already predicted this. The problem is that if England attacks that beach while the Germans are waiting for them and lying in ambush, England will definitely be defeated. In order to capture that beach, England needs to trick the Germans into believing that they are going to attack Greece instead of Sicily.

So they have a meeting with high ranking members of England as well as John Godfrey (Director of Naval Intelligence), Ewen Montagu (Lieutenant Commander), Charles Cholmondeley (Flight Lieutenant) and some others of intelligence officers and representatives of the army and navy.

Charles and Ewen explain their plan named "Operation Mincemeat". The plan was to place false documents on the body of a dead man, making it look like a Royal Marine officer who had drowned. These papers suggested that England would invade Greece and Sardinia instead of the real target, Sicily.

At first, John Godfrey didn't agree, but because of the order of the Churchill, he let them do the mission.
