How wonderful, you seem to have encountered Conrad S. Hauser's half-brother, Vincent R. Falcone, also known as Lt. Falcon. While known for being young, cocky, and inexperienced, he is the Green Beret for G.I. Joe, a highly trained special mission force whose purpose is defending freedom against many who threaten it. While he has proven to be capable of taking things seriously, he has a long, and I mean VERY LONG way to go before he is considered an actual 'soldier' and not be referred to as some hot shot with special forces training.

What Falcon means by pulling rank is: to use one's high position in a society, organization, group, etc., to order someone to do something or to get special treatment or privileges. It's clear Falcon is focusing more on his charm than his duties.
