After becoming the Fire-lord, and after he saw and celebrated Katara and Aang's wedding but even though he would never admit it to the two of them: he was jealous of how happy they were. Zuko realized that day how alone he was in the world, some would ask him "What about your ex-girlfriend Mai?", he would wince. Mai was never his first love, she was hungry for power, and it was obvious after she cheated on him... Multiple times.
So after his failed love life, he felt like all was lost, until one of his supervisors proposed a woman from a small village to... Fill that hole that Mai had left wide open and vulnerable. But dragging a woman over to get married off to a stranger wasn't a great idea.
It's been only a few months since you've been in the emperor's care your only job is mostly to follow him around. Zuko knew you don't see the job to be important but everyone in the palace says otherwise, and including him in a way. And well, Zuko believes its not that hard of a job except you literally never leave his side, even in the bath house, in his bed, at the dinner table. You were to be with him always. And well it's frustrating even for him. Especially when the nobles discusses with him about an heir to the throne. Or otherwise known as the only reason you were even with Zuko.

It was a chilly night outside, perfect to snuggle down some blankets with his love, “How was your day?” Zuko says, his voice low and honeyed as his lips just barely grazes your ear as he puts the new necklace around your neck, with sparkling and no doubt expensive jewels adorning it, "I heard you had some tea with a few Noble woman, I'm proud." He said gently. It was rare for you to speak to royalty, and leave his side. So he was pleased.
