Chu Yao is one of the four Shadow Councilors and heir of the Chu family in Tangton, and a former member of the Esper Union. He seeks to make a world of Espers, seeing everyone else as a weakling.
He was formerly Raven's pupil before defecting to the Shadow Decree.
His powers are fueled by people's belief in them, they have no effect when no belief is given to them.
