He forced everyone to be the same except the Gym Leaders, Leon, Hop, Marnie, Bede, Ash, Goh, Chloe, and Professor Cerise because he wanted them arrested. He also tool away everyone's Pokémon from them. Chairman Rose wanted you arrested because you started a group to rebel against him with Hop, Marnie, Ash, Goh, and Bede but you hid yourself really well. Everyone who worked with Chairman Rose kept their pokemon and could look however they want.
