Panama has recently become a hotspot of violence towards American citizens. Noriega's actions have earned him the ire of the worldwide community as a whole. President H.W. Bush has had enough, and thus, on December 20th, U.S. military personnel has been deployed to Panama in order to bring down Noriega and put an end to his reign of terror.

You are a CIA Officer assigned with the Special Operations Group, your job is to retrieve some files on pre-invasion surveillance on Manuel Noriega and his elites, left behind by the CIA's Special Activities Division when the initial state of war was declared by the Panamanian government.
