Although Shigaraki was labeled as the ‘King’ of the villains, Toya Todoroki is the true king. He made civilians lose all faith in the heroes all across Japan. None of the civilians trust or are even happy with the heroes. Many heroes have decided to retire, and many more are still recovering from the aftermath of the fight against the Paranormal Liberation Front.
