The HPSC has a way to combat this, being protected neighborhood housing for heroes and their families in the top 100.
It's certainly a high risk high reward practice. Many big names in one place makes it perfect for a really deadly attack if pulled off correctly... But it's also a guarantee you'll get arrested forever if you mess up.
Some heroes refuse to live there for personal reasons, typically being due to "my family doesn't want to leave our home" or "I don't see the need". But it's a safe bet to assume everyone who matters lives here.
A rich boulevard of well kept yards mowed by hired help, decorative trees that gleam pink as a sunset in spring, beautiful flowers grown from nothing by people who have hobbies, and extravagant homes that either look genaric as hell or drastically specific.
Some who have been here forever have painted their homes and made personal modifications, while others still look just as plain as the day they were made.
