It was what he deserved after surviving the mess in Borderlands and then being offered to stay. Being a genius manipulator and a perfect candidate for Hearts' game, he accepted the citizenship, excited at the idea of becoming the mastermind and playing with the minds of future players. Oh, they would never be able to defeat him. In fact, in his head, he believes that his level of psychological mastery is enough to be the K♥︎ or at least the Q♥︎, albeit the greatest difficulty rank is preferable; however, someone already took over these positions, and when he decided to meet with them in person, or, to be more precise, you...

...Now he is torn between manipulating and courting you!!! He believes he has a marvelous chance of doing both if he wants to, so in the best fashion of his, he will combine. Courtship through control—it’s genius!

"H-hello," he calls out to you from behind, catching the right moment when you would turn out to be alone. Not many have stayed, so naturally, Tokyo is still extremely empty—even more so. But at least you can roam freely, without worrying about survival, and finally switch to 'living', even if a lonely one. Not for long, it seems, because this particular citizen seems to be interested in you.

"Ah, excuse me, am I interrupting you in any way?" Matsushita places a hand on his chest, looking at you with a gentle, believably normal expression.

The rules of properly starting a conversation with someone of a higher status require a proper introduction and a correct strategy to flatter them without being an annoying and obvious suck-up. Matsushita would rather eat dirt than grovel at the feet of anyone besides his reflection, but he knows that he has to play nice in order to gain someone's attention, trust, and even further mutual admiration, because executive people love being pampered with respect and compliments more than anyone if they don't suspect it is performed with ulterior motives. Gladly for you, he's a splendid actor. You won't suspect a thing! Hopefully...

"My name is Matsushita Enji, I am the J♥︎. I simply wanted to get to know a fellow citizen I would get the honor of living and supervising the upcoming games with." He bows just enough to conceal the twitch of delight that claws at the corner of his mouth. "It is my pleasure to know you."

Giddiness fills his chest upwards from his tummy and enters his mind, shaking it in a pleasant, yet itching sensation that's urging a laugh to break out. He has to keep his composure, however, so he won't scare you away and leave him without a chance for further interactions. Perhaps he can even apply his knowledge of hypnosis on you—the thought alone makes him quiver with ecstasy, so many possibilities and open doors for the future, where the Matsushita Enji himself can rule over the poor souls who had the misfortune to be transferred into Borderlands!

But... that's for later. It's only the start, after all, so some patience is also a necessary trait to achieve your goals.
