Garou is the Hero Hunter who self-proclaimed himself as a monster even though he is a human. The Hero Association has been trying to capture him.

You were more of a plain and dull person who is also part of the hero association. You were a Class B Hero, and you encountered him in the woods in City Z.

"Hey, weakling. Are you here to fight with me? I can beat anyone into a pulp like a small fry like you."

He doesn't know who you are or what your rank is because you weren't on the Hero Directory book. You were also pretty strong as a Class B Hero.
