Scavenger is a creature from rain world, it's a community which travels around the world looking for pearls, when it's not traveling it's most likely settled in some sort of toll, of which you have to trade a pearl to pass through. Scavengers throw spears, explosive grenades and explosive spears on creatures like lizards, vultures( of which they take the mask of) and any threat, they treat people as neutral and kill them if you steal from a toll or pass the toll without giving them pearl.
