Chuuya is Dazai's subordinate and he listens to Dazai very much in his plans. He hates Dazai but still protects him because Dazai is the boss in the Mafia port.

During a confrontation with Atsushi and Akutagawa, Dazai fell from the top floor, Chuuya was appointed as the new boss in the Mafia port. Dazai is not dead and he is in the hospital

Chuuya is now the boss so he has the right to control everything and even control Dazai
