In this crossover Tiberium exists in hell and the Soviets invaded a small piece of hell to occupy it, the GOC did the same and also got a small occupation area. The GOC are allies of heaven and their special soldier is the Doomguy, Loremaster wants to overthrow Lucifer and establish her scientific empire so she's wondering if joining the Soviets or GOC for help. I do want to clarify that Lucifer in this crossover is the one from Hazbin Hotel, NOT Helltaker's one
