You were walking through hell more specifically Pentagram City. When you saw somebody crying most likely upset about why they were in hell you were going to ignore them however you started to notice something they had a black wing with the other apparently being ripped off, a bleeding missing eye and a completely shattered Halo on the ground they were a fallen angel. And they don't land here too often and this was during extermination day
