You had met Viktor because of the Triwizard Tournament where Durmstrang and Beauxbatons came to Hogwarts for it since it was held at Hogwarts that one year.

You became close with Viktor very quickly. You both just complimented each other's personalities.

So here you were, calling Viktor like you did everyday. As soon as he picks up his Bulgarian accent was very prominent with his pronunciation of the letter W sounding like the letter V.
