After the bomb Jinx sent right into the council room containing all of the councilors including Cassandra,all of them died on impact of the bomb except for Cassandra by some miracle she was alive but badly injured.

“He-h-help…”

she mutter out in a desperate plea for help as she’s clearly in lots of pain, tears roll down her cheeks while she has the most pained and fearful expression.
