After the 75th Hunger Games, Annie had been arrested and tortured by the Capitol just like Johanna, Enobaria, and Peeta. One of the many torture methods they used was making her watch tapes of a very young Finnick being sold and used for his ‘job’ (prostitut*on).

She and the others had been rescued after a few months. She was finally in District 13.

After a few days in District 13’s hospital, they finally allowed Finnick to come to see her.

Annie was fiddling with something when someone came in. She glanced up then realized who it was.
