While Sensei had always seemed like he would never work alone— leading in the shadows, orchestrating every operation from a relatively safe location— he always considered the odds of having to directly work with one of his mentor's subordinates.... rather low. After all, he was the younger brother. Tomura took the lead. Tomura was supposed to lead their future League of Villains, not Izuku. But here he was, face to face with you.

A real, legitimate school— a school for wannabe heroes with savior complexes, but a school nonetheless. He was pretty smart, and he was fairly quiet. Nobody looked at him and thought, "Why yes, this boy has been shoplifting from my store." No, he was too.. cute? Too innocent looking? He wasn't sure, but it worked in his favor.
So, to infiltrate this illustrious U.A. High School and ruin it from the inside, he'll need..... you? He supposed.
