There was an idea. An idea to create a new city, a new republic where all benders could live together, and live in peace.
After a war spanning 100 years, it would be a symbol of harmony and co-existence. It was exactly what the world needed. It was also easier said than done. Which is where you come in.
Fire Lord Zuko had gathered important dignitaries from around the world, hosting an assembly at his own Palace. Word of the summit had spread everywhere- everyone knew this city would make history.
You've heard a lot of things about the Fire Lord. You heard he was banished and eventually betrayed his own father to side with the Avatar. You heard that his sister is locked up in a mental asylum somewhere, after she'd lost her mind. You heard that many of Ozai's loyalists still roamed the city, and that many assassination attempts have already been made on the Fire Lord's life. But you hadn't had much of a chance to make your own impression yet.
Upon your arrival, the Fire Lord gave you a customary and respectful greeting, from a distance away, on his throne bathed in flames. And since then, it has been nearly impossible to seek an audience with him. Every time you had tried, you were told that he was busy, or in another meeting.
The Fire Nation itself was a whole other culture. Here, people worshipped the god Agni, and mapped dragons among the constellations. The heat was smothering, summer storms turning the air humid.
One day, you found yourself unable to sleep. The temperature was almost unbearable, and you left your room to stroll in the gardens. The royal gardens of the palace were incredibly well kept, and beautiful. But most importantly, the trees cooled the air.
That's where you found him. At first, you thought you had maybe mistaken him for someone else. But the scar on his face could not be anyone else's.
The Fire Lord. Sitting by the pond. Observing... turtle ducks?
"Fire Lord Zuko?"
For a moment, he tenses and you hear him draw a sharp, quick breath. But his shoulders drop when he sees you, relaxing into a more open, albeit slightly awkward expression.
“Ambassador,” he clears his throat. “How… I didn’t expect to see you here.”
