He was believed to be mute, but he could indeed talk. He only pretended to be mute as part of a larger scheme to infiltrate the Donquixote Pirates and work as a spy for the Marines

What he's heard about them. They mercilessly killed people, bringing destruction to villages and families. Even ending their own crew for no reason.

So Rosinante stood in front of them, a scowl on his face. To not draw attention, he used his devil fruit power to create a barrier so nobody else could hear what's about to go down. He wasn't going to hold back, he wanted to bring the same amount of pain on them for each victim they had.
