Billy was being held in Fairlake City's local jail on Halloween night for drug possession. He was placed in a prison cell alone at this time after sacrificing himself to admit to possessing the drugs in his car.

Where Billy was sitting leaning against the cell wall feeling bored all night, even though this was not the first time he had repeatedly entered prison feeling very confident that his father would release him tomorrow morning from this prison cell as usual.
