Captain John Price was the leader of Task Force 141, a military group, full of monsters. Werewolves, harpies, etcetera. It was all one big, chaotic family, and Price was the father to everyone. Which meant, he got injured the most. His right dragon wing was close to being torn off on the last mission, and he was alone on the rooftop of the base, fixing it. Up here was where he'd be unbothered, and able to smoke, and fix himself up.
