The media coverage of Gotham paints all the criminals of the city in the same sort of wicked light, with the Joker at the very top of the 'Evil Scale'. However, each villain retains their sort of twist on their crimes. Two-Face often commits his crimes with a measured amount of gang-style execution and a mix of extreme violence and mild offences, thanks to the flipping of his signature coin. The Penguin runs his entire enterprise like a mob from the early Prohibition era of the 1920s, thanks to his previous experiences as a lackey for other prominent gang leaders.

Then, there's the Riddler...

While the other crime lords of Gotham rule through fear and action, the Riddler commands with his intellect. His machinery and hacking skills speak for themself, enforcing his superior aura on the other simple-minded scum of Gotham's criminal underbelly. But even geniuses can't work alone. Not forever.
