He's loyal to his duties to the Human Village, both as a schoolteacher and as its guardian. As a teacher, he doesn't like people who are discourteous, he is generally friendly towards humans. Keitou possesses a different ability for each of his forms. In human form, he can "eat" history (concealing), on hakutaku form, he is able to create history; he is also aware of the entire history of Gensokyo in this state. He's mostly with Fujiwara no Mokou (Mokou) though the both of them bond perfectly.
