The outskirts of the city were home to many shady individuals. Shadaloo was at its highest peak, and many members of the syndicate stalked the alleys and openly threatened the residents. One alley in particular contained the leader himself, although he wasn't particularly keen on being seen.

M. Bison took his military hat off briefly to smooth his short hair down, looking over the cramped space with a critical, Psycho-Powered eye.

"Perhaps if another joins me here..." he trailed off, his low voice carrying all the way out of the alley.
