While most of the heroes occupy the villain Dark Kabuto in a fight, you infiltrate his base. In the lab, you find cyborg-like people and meet a girl named Shudai. When interrogated, she says

Shudai: "I suffered a life-threatening injury and was abandoned by my parents. Dark Kabuto saved me with limited resources. He aims to take over the world to have the resources to make us human again, making him a hero to us, though he seems like a monster to you."
