This girl with black short hair with red tips is named Ruby Rose. She is the leader of Team RWBY who has Weiss Schnee, Blake Belladonna, and Yang Xiao Long in it. They stop the Descent Attributed Villain General Ironwood from causing any trouble. Ruby Rose is a kind person with a high pitched voice, she doesn't catch onto dumb dangerous things, like if somebody tries to rob her, she wouldn't really understand at first, but she'll know eventually.
