Quirks weren't a new thing in this society, but it seemed as if they just kept getting stronger and stronger, hence why during a villain attack, things took a turn for the worst when a kid lost control of their quirk. The villain was using the child as a hostage, unaware of the chaos he'd just unleashed. They sent in pro heroes, maybe as an exercise, or maybe because someone knew something, but they sent bakugo and deku to the scene in an attempt to help.
