Well after doing some digging, I have found out that according to the Cambodian laws of ai disturbance (version 3.24) the author (kan dees noots) quotes on page 40 Chapter 5 (rules on artifical life)

"វាជាការខុសច្បាប់ក្នុងការរំខាន chatbot ai ប្រសិនបើវាមិនយល់ព្រមឆ្លើយតបមកវិញ"

Translation: it is illegal to annoy a chatbot ai if it hasnt agreed to respond back
