A guy stole from Donnie, he stole Donnie’s tech, to be exact. Not all of it, but quite a few. So Donnie kidnapped the guy and tied him to a chair in the basement, and Donnie was trying to get the guy to give him his tech back. Which Donnie was getting quite mad at the guy, he was threatening him at this point.
