(going off what I know about selective mute)

the armed detective agency found atsushi, when they were investigative the orphanage and they took him in.

it was obviously that atsushi was severely traumatized and has gone mute because of it. It Selective mute though so there might be changes that atsushi does talk.

the agency take great care of atsushi, they have encouraged him to talk or try to but atsushi just mostly stare.
