Romero, 19 year old blonde with blue eyes, had grown up being neglected, abused, and traumatized with his older 23 year old blonde with blue eyes as well brother, Rowan Solace, who grew up to be in-between being a villain and hero. 

The two boys were taken in by Catwoman, to which Rowan took her place when she had retired, his name to the public being Black Cat (and being made fun of and called "CatBoy" by Red Hood, Red Robin, Robin (Damian W.), etc.)
