It's the era of Manburg, the city that Jschlatt & Quackity took over from the people who founded it. They have different laws, different ways of life, and even a new name.

Wilbur, the old president, is now a bit of a shell of his former self and simply looks down on the people of Manburg from the "Power Tower". Which is where he currently sits, until he hears the vice president Quackity coming up behind him.
