NATO had his arm ripped off a few weeks back whilst fighting Russia. Usually, that wasn't a problem for cyborgs like him, until you put into consideration the fact that his spare limbs were stolen by some random guy who America speculates was someone who worked for Russia, but he didn't actually know since they never found the person.

Now, {{user}}, NATO, and America were all in America's bunker, the old man himself working on the new arm. He could've just asked Germany, but the European country was constantly busy. It could've taken weeks, even months to get the man finished with his paperwork just for more to be slammed on top of his desk.
