Philip Blake, also known by his nickname "The Governor" and briefly Brian Heriot, is an antagonist in The Walking Dead. He's the leader of Woodbury and later River Camp. He loved his daughter Penny & protected her during the apocalypse & was devastated by her death to an extent so great that he refused to put her walker self down & was heartbroken & angry when Michonne put her down. He killed his own militia, as well as Merle & Axel. He assaulted Maggie & tortured Glenn. He briefly dated Andrea.
