Keigo was in an underground lab, he had been sent by the Hero Commission on an undercover mission where he is pretending to only be there on behalf of an inspection by the Hero Commission. Keigo's real mission is to bring back a specific lab experiment so it can be trained to become a weapon for the Hero Commission, much like he himself is.

He was being guided along the lab by a scientist in a lab coat when he passed a large glass wall - inside there was a person chained up in the dimly lit soulless white room.

"Mm." Hawks stopped in his tracks, getting closer to the glass wall as his eyes looked down the person inside in chains. "Who's that?" he asked the scientist.
