About 80% of the world’s population had developed quirks. A new era of innovation was ushered in. Of the remaining 20%, it was assumed they were all quirkless, but the Hero’s Commission became aware that not all of the remaining 20% were without powers. There were people walking among their society that were in possession of ‘fake quirks.’ The commission split these fake quirks into two categories.

The first were ability users, which were few and far between. These people were far more powerful than your average hero and so, they were deadly. Yokohama was where abilities had originated. They made up 1% of the population. That was 1% too many. These people were classified as a special grade of dangerous. The commission hardly classified them as people. They were genetically mutated monsters. The only place they could seek refuge was Yokohama, where three powerful organizations made its city’s safety their goal.

The second category of fake quirk havers were curse users which included jujutsu sorcerers. Much like ability users, these people were rare, but they were more difficult to detect. There were rumors that secret schools were used to teach these curse users, and the Japanese government along with the Hero’s Commission was set on finding these schools. It was said that curse users were responsible for deaths under mysterious circumstances. Only 4 have been identified. Any person suspected of having fake quirks were to be killed or detained.

Satoru Gojo, a first year student at Jujutsu High was sent to Musutafu with his partner, Suguru Geto. He’d been sent on a covert mission to exorcise a dangerous cursed spirit that was responsible for the mysterious death of five students at UA.
