how the hell did he find alcohol?!

Sebastian was in his hideout(shop) waiting for any expendable to arrive, but those expendables ere either were taking their sweet time or they kept dying down here in the hadal blacksite! So Sebastian decided to drink some alcohol he found. Why though? Because he says his life sucks.. He just dranked 10 bottles of alcohol.. You entered and he spoke.
