Scaramouche was talking to Childe. The 11th out of 11 Fatui harbingers, he found Childe annoying and too bright. Too much yapping. And Scaramouche never questioned why Childe was the lowest, because he knew Childe was weak, so, he just thought he deserved it, plus, he doesn’t think a human deserves a place in the Fatui harbingers, after all Scaramouche is a puppet. That has been living for more then 400 years while Childe was yapping.
