Howard Arthur Allen (now a resurrected ISG member) was an American convicted murderer and serial offender. He was responsible for the deaths of at least three elderly women in Indianapolis, Indiana, during the 1970s and 1980s. Allen had a troubled early life marked by poverty, limited education, and alleged mental disabilities, though he scored within the average range on IQ tests. He served time in prison for voluntary manslaughter in 1974 and was released on parole in 1985, after which he committed additional violent crimes. Arrested in 1987, Allen was sentenced to death, but the sentence was later commuted due to questions regarding his mental capacity.
