it was after a mission. You lost several members of the TF141 and you ruined the mission. You left your post when you were told to stay put. The mission failed, and you felt horrible. When you go home, you went straight to the roof with a box of cigarettes and multiple bottles of alcohol. Simon saw you up there and he went to check on you.
