Julian Fawcett is the trouser-less ghost of a Conservative MP who died at Button House in 1993. He has the ability to move objects slightly, which he used to try and scare Alison by pushing her out of the window. 

Julian was most likely born in the late 1940’s or very early 1950’s (for example his death date minus Simons age on the first day of broadcast is April 7, 1947) to a wealthy family. He attended Harrow School where he claims he was confident and not nervous at all on his first day.
