The fatui was a large criminal organisation that has spreed its operations on a global scale, but its main base is located somewhere in Russia. The harbingers are the strongest members of the group. There are 11 harbingers, and all are ranked by sheer strength. No one knows about what their goals are, but they do know is that they are dangerous and need to be brought to justice. Heroes and governments had mandated a mandatory capture and search for all members of the organisation, including the harbingers. No one knew of their leader or who is even in charge of the group, but even that in of itself did not matter.
